PolyU SPEED Receives EDB Funding for Constitution and Basic Law Promotion Funding Scheme for Tertiary Institutions 2026

PolyU SPEED has long been committed to supporting the promotion of the Constitution and the Basic Law. In 2026, the School was once again awarded funding under the Constitution and Basic Law Promotion Funding Scheme for Tertiary Institutions, organised by the Education Bureau of the HKSAR Government, to support the project “Let’s Join Hands in Knowing China and Caring for Society 2026”.

The project adopts a “learn first, then write” approach, combining thematic lectures with a territory-wide essay competition to deepen students’ understanding of the Constitution, the Basic Law, and the National Security Law.

• Thematic Lectures: Delivered by National People’s Congress deputies, government advisory committee members, and tertiary academics, exploring the legal essentials from historical, cultural, and practical perspectives.
• Essay Competition: Open to students across Hong Kong, offering 20 awards in the form of book vouchers with a total value of HK$6,400.

The project is led by Dr Stephanie Lee, College Registrar of PolyU CPCE.Dr Jason Chan, MH, JP, Director of PolyU SPEED and Associate Dean (Information and Development) of PolyU CPCE, and Dr Franky Choi, Lecturer of PolyU CPCE, serve as Deputy Directors.
